Our People
Natalie Ruiz, AICP, CEcD
With over 30 years of experience in municipal planning and economic development, Natalie has worked with numerous municipalities on setting the foundation for smart growth and economic success through comprehensive planning and economic development master planning. She's created economic development policy and led economic development negotiations on behalf of municipalities, resulting in substantial positive impacts on property tax, sales tax, and quality of life for those communities. Additionally, Natalie has extensive experience priming land for development and repositioning property to its highest and best use. Natalie's experience has been extremely helpful to the private sector as she's navigated the development process for developers and resolved outstanding real estate entitlements.

Kelly Templin, AICP
Kelly brings more than three decades of experience in urban planning, economic development, municipal management, and community development. He has served in senior leadership roles including Executive Director of the Texas A&M University System’s RELLIS Campus and City Manager for the City of College Station, where he guided significant growth, capital investment, and economic development initiatives. His experience also includes serving as a planning and development leader for cities in Texas, Alabama, and Ohio, as well as advising private-sector clients on site selection, development, zoning, and regulatory matters. Kelly has overseen major capital projects, developed comprehensive and strategic plans, streamlined development and permitting processes, and facilitated partnerships among government, business, and institutional stakeholders. He currently serves as an Associate Professor of Practice at Texas A&M University’s Bush School of Government & Public Service, where he teaches public policy and state and local government. A certified planner (AICP), Kelly brings a practical, strategic perspective to helping communities, businesses, and developers navigate complex growth and development opportunities.
